The Project to Build the First Polish Nuclear Power Plant reaches another key milestone. Bechtel, the general contractor, is replacing Polskie Elektrownie Jądrowe as the coordinator of the project site. At the same time, earthworks are beginning at the construction site. They will be carried out by Budimex SA – one of the largest construction companies in Poland, in evidence of Bechtel’s and PEJ’s commitment to maximizing the involvement of local content.
The construction of Poland’s first nuclear power plant is entering its next phase today – this is the result of consistent efforts by the government: from securing funding and establishing a stable legal framework, to effective cooperation with technology partners and systematically increasing the participation of Polish companies in the project. This investment project strengthens Poland’s energy security and sovereignty, increases our independence from external factors, and creates conditions for ensuring stable and predictable energy prices for both households and businesses. This is the foundation of a robust and competitive economy and greater security for the Polish people. Hundreds of Polish companies are already involved in the construction of the power plant, providing their services, technologies, and expertise necessary to deliver this project. Our goal is to ensure that as much of the value generated by this project as possible remains in the country, strengthening the potential of local companies, creating high-quality jobs, developing domestic expertise, and building lasting competitive advantages for the Polish economy for decades to come.
Each successive stage of the project brings us closer to our goal of safe, modern, and stable nuclear power in Poland. The construction of the first nuclear power plant is an investment project that will transform our energy sector and, for decades to come strengthen the security of our energy supply, support the energy transition and the Polish economy. I would like to thank everyone involved in the project for its consistent progress, and the government agencies and institutions for their effective cooperation. Thanks to our joint efforts, we are carrying out an investment project of strategic importance.
Bechtel, by taking over the comprehensive coordination of on-site activities at the future construction site, will be responsible for both the execution and supervision of the work carried out at this stage, as well as for cooperation with the project’s subcontractors and ensuring safety at the construction site.
Handover of the site where Poland’s first nuclear power plant is being built, along with the start of earthworks, marks further, concrete steps toward the start of construction works. After years of development activities, studies, surveys, permitting, and licensing, we are now entering a phase of intensive fieldwork. This is clear evidence that Poland's nuclear program is moving from the planning stage to execution. More than 200 people are already working at the site, and that number will continue to grow steadily in the coming months. Entrusting Bechtel with the coordination of the work will allow us to maintain the planned pace of delivery and effectively prepare the project for the next stages of construction,
The work will be carried out by Bechtel employees, including those from the company’s newly opened office in Pomerania.
As the project progresses, the role of the Gdańsk branch will grow, with the goal of eventually becoming Bechtel’s main operational and engineering hub for the AP1000 project carried out in the Pomeranian commune of Choczewo.
It is a great day both for Bechtel and for the delivery of Poland’s first nuclear power plant project, a key long-term infrastructure and energy project for our country. We are formally becoming the site managers, taking over this role from Polskie Elektrownie Jądrowe. This marks the project’s transition to the next stage – a phase of actual operational activities, carried out by both engineers and experts from Bechtel, as well as specialized contractors, including local companies. Today we also reached another milestone – commencing cooperation with an experienced Polish company that will be responsible for carrying out the earthworks. Budimex is already the fifth Polish company we have contracted this year
From grading to site facilities. A key phase of preparations is now on
Taking over the construction site coincides with the selection of Budimex as the general contractor of earthworks, ensuring that fieldwork proceeds according to schedule.
First activities will include site grading, the redevelopment and expansion of drainage systems, and the construction of a network of temporary roads with a total length of approximately 16 km. At the same time, work will be carried out to prepare the site for future technical, logistical, and production facilities and to adapt the existing infrastructure. Extensive construction facilities will also be built, including a fuel storage and vehicle refueling area, car washes, equipment maintenance workshops, storage yards and warehouses, as well as office, staff, and sanitation facilities. The activities under the obtained permit are scheduled to take place between Q3 2026 and Q1 2029.
Work related to earthmoving and grading will be carried out on the future construction site, which covers an area of more than 300 hectares. Additional embankments will be built to prepare the site for the start of major construction works. Approximately 6 km of drainage ditches will also be constructed, along with culverts and erosion control measures

The contract with Budimex is yet another example of the growing involvement of domestic companies in the project – five contracts with Polish contractors have already been signed over the past few months.
In February 2026, Bechtel also entered into a partnership with the Pomeranian company DORACO to prepare the infrastructure for geological and geotechnical surveys at the project site. In May, Bechtel signed a contract with the Polish company Unihouse to build staff facilities for 1,000 employees on the site of the future power plant, and at the same time is conducting several dozen tender procedures related to the project, with a total value of approximately PLN 1.7 billion.
PEJ is also consistently increasing the participation of local content in the construction of Poland’s first nuclear power plant. Since 2020, the company has entered into contracts with approximately 475 domestic entities to a total value exceeding PLN 1.2 billion, including contracts with 77 companies from Pomerania worth approximately PLN 370 million.
