Selection of Owner’s Engineer

PGE EJ 1 sp. z o.o. has completed the public procurement procedure of competitive negotiations involving publication and selected the winning bid for „Providing Technical Advisor (Owner’s Engineer) services to support PGE EJ 1 sp. z o.o.’s first Polish nuclear power plant development program with an installed capacity of approximately 3000 MWe”.

The winning bid has been submitted by AMEC Nuclear UK Ltd.

Total bid value amounts to 1.327.978.177,52 PLN net, this sum encompassing the required scope of work valued at: 204.601.176,23 PLN net, and the optional scope of services valued at: 1.123.377.001,29 PLN net.

The Tender Committee has applied the following criteria in order to evaluate the bids: methodology (max 70 points); price (max 20 points); commercial (max 10 points). At this stage of project development, selection of Owner’s Engineer is a strategic decision. Close cooperation with the selected Technical Advisor will allow for performance of some key activities that require nuclear expertise and competence such as development and execution of Integrated Proceedings, IMS implementation, planning for site and NPP associated infrastructure –    says Jacek Cichosz, President of PGE EJ 1 sp. z o.o. 

AMEC Nuclear UK Ltd. has received the score of 90 points under the procurement procedure in question. The remaining bidders were awarded the following scores respectively:

  • consortium of Mott MacDonald Limited and AF-Consult Switzerland AG – 58,67 points
  • consortium of: URS Polska sp. z o.o. and Tractebel Engineering S.A. – 54,55 points
  • Exelon Generation Company, LLC – 45,89 points

Owner’s Engineer will support the Investor (PGE EJ1) during the development and execution of the NPP build project. The Technical Advisor selected will in particular support the Owner in the execution of tasks and meeting the requirements set by the nuclear technology provider/ main EPC contractor as well as other key service providers of the project. 

The scope of work encompasses 13 areas of close cooperation: 

  • Integrated Proceedings support;
  • Licensing;
  • Engineering support;
  • Site infrastructure;
  • Contractor and supply chain oversight;
  • Culture of safety;
  • QA;
  • Management system;
  • Contract management;
  • PMO;
  • Capacity building and operational readiness;
  • Training oversight;
  • Stat-up and testing.
