The investor in Poland’s first nuclear project (PEJ) and the consortium of U.S. companies, Westinghouse and Bechtel, have signed the Engineering Development Agreement (EDA) that ensures the continuity of the nuclear project in Pomerania under the ongoing cooperation.
We have developed an agreement based on solid foundations, a well-thought-out structure and a clear division of responsibilities. The agreement signed today is a platform for further cooperation and an example of mutually beneficial compromise. It maintains the highest technological and safety standards, while ensuring reasonable costs and responsible risk and schedule management. I am convinced that together with our American partners we are consistently moving closer to concluding a final agreement for the construction of this power plant.

Since May 2024, Bechtel has been active at the site, carrying out key activities, including geological drilling with a total length of almost 20 kilometers, with the participation of, among others, Polish contractors.
By signing the Engineering Development Agreement (EDA), we continue our close cooperation with PEJ to use our proven, advanced AP1000® reactor technology in this historic project. This project will not only provide Poland with one of the reliable, basic sources of clean energy at an affordable price, but will also bring billions of zlotys in investments, having a positive impact on gross domestic product and creating thousands of jobs during the construction and many decades of operation of the plant.

This agreement clarifies provisions that guarantee effective yet legally compliant cooperation with the Westinghouse-Bechtel consortium for nine months. The conclusion of the EDA allows the engineering work on the nuclear power plant project in Pomerania to continue and move on to its next phases, including the negotiation of the EPC contract.
Compared to the earlier ESC, the EDA introduces changes that include a partial modification of the remuneration model, streamlining the owner’s oversight of contract performance and acceptance procedures for the deliverables, which stems from ESC lessons learned, among other things. The EDA scope covers further preparatory, geotechnical and engineering works. The agreement allows to advance the work on the technical design of the power plant, continued cooperation in licensing and permitting, and development of the supply chain.
