Owner’s Engineer for the Polish nuclear build project

On 11 September 2014, PGE EJ 1 sp. z o.o. concluded an agreement with AMEC Nuclear UK Ltd who will provide technical advisory services for the investment process aimed at the construction of the first Polish nuclear power plant of approx. 3000 MW capacity.

The agreement concluded has been divided into the required and optional scopes of work and it spans the period of at least ten years. Execution of the required scope of work will have been finished by the time the integrated proceedings  that encompass key elements of the nuclear project, i.e. technology selection and financing method, are closed. Specific services will be commissioned via submission of separate Work Orders under one „umbrella” agreement. The net value of the agreement amounts to  PLN 1 327 978 177,52, including price for the required scope of work (PLN 204 601 176,23 net) and price for the optional scope of work (PLN 1 123 377 001,29 net). The nuclear project is gathering momentum. The latest events, including conclusion of the cooperation agreements between PGE S.A. and national business partners, Owner’s Engineer selection and conclusion of the contract boost our project’s credibility allowing for execution of subsequent, pre-planned steps –  says Jacek Cichosz, the president of PGE EJ 1 sp. z o.o. PGE EJ 1 Sp. z o.o. belongs to PGE Capital Group and is responsible for direct investment preparations, site characterization work and receipt of all relevant decisions, licenses and permits required for an NPP build in Poland.  PGE EJ 1 Sp. z o.o. will also run the proceedings aimed at reactor technology selection for the future NPP and will perform nuclear operator’s duties once the NPP has been built.  Owner’s Engineer will support the Investor, namely PGE EJ1, in preparing and executing the NPP build project. The scope of the agreement signed encompasses providing support in the following 13 key project areas:

  • Capacity building and operational readiness
  • Contract management
  • Safety culture
  • Engineering support
  • Licensing
  • Integrated management system
  • Project management office
  • Integrated Proceedings support
  • Quality Assurance
  • Site infrastructure
  • Testing and start-up
  • Trainings oversight
  • Supply chain oversight

PGE EJ 1 sp. z o.o. has selected Owner’s Engineer after conducting a public procurement procedure involving negotiations. Results of the proceedings were announced in July. On 3 July 2014 cooperation agreement between PGE S.A., Tauron, Enea and KGHM was signed allowing the national business partners to purchase 10% of shares each in PGE EJ1. Cooperation agreement binds its parties to financial participation in investment preparations, proportionately to the amount of shares held, over the next 3 years. Partners estimate the joint costs to reach approx. 1 billion PLN. PGE Capital Group, the largest player on the Polish energy market who considers nuclear power to be one of strategic areas for development, keeps the position of the project leader. AMEC Nuclear UK Ltd. is one of global leaders in providing advisory, engineering and project management services for clients operating on the energy and fuel markets.
