Michał Olszewski

Vice President of the Management Board

Manager with over 25 years of professional experience. He has extensive experience in managing investment processes and securing EU funding.

From 2024 to 2026, he served as a Member of the Management Board of ORLEN Termika, Poland’s second-largest district heating company (installed capacity of over 4 GWt and 1.3 GWe), where he was responsible for, among other things, energy generation and infrastructure investments (energy transition and modernization), as well as strategy and development. At the company, he was specifically responsible for development and implementation of an energy asset transformation program in Warsaw, whose value amounted to PLN 17 billion. He also served as Chairman of the Supervisory Board of ORLEN Termika Silesia, the company that manages the district heating assets of the western subregion of Upper Silesia.

Since 2024, he has had links with Pomerania, where he chairs the Supervisory Board of the Gdańsk Regional Development Agency.

Previously, from 2007 to 2024, he worked for the City of Warsaw (serving as Deputy Mayor of Warsaw from 2011), where his responsibilities included development planning, metropolitan cooperation, the investment program, securing European funds, architecture and spatial planning, environmental protection, transportation and road infrastructure, and traffic management. As Deputy Mayor of Warsaw, he was responsible, among other things, for implementing an investment program worth over PLN 40 billion, focused in particular on transportation and road infrastructure development, and public space revitalization in Warsaw (including the revitalization of Praga, the New Center of Warsaw, urban greenery, greening of streets and squares, and the development of the Vistula riverbanks).

In 2017 and 2024, the General Assembly elected him President of the Management Board of the Warsaw Metropolis Association which brings together local governments in the Warsaw Capital Region. During his tenure, the organization increased its membership and adopted a development strategy through 2040, as well as a plan for allocating EU funds to develop public transportation in the metropolitan area.

Previously, from 1997 to 2007, he worked in the public administration: at the Office of the Committee for European Integration, the Ministry of Economy and Labor, and the Ministry of Regional Development.

Michał Olszewski also has experience in the area of commercial law companies and partnerships. He passed the state examination for candidates for members of supervisory boards of state-owned companies: Chairman of the Supervisory Boards of Metro Warszawskie (2012–2017) and TBS Warszawa Południe (2017–2024), as well as a Member of the Supervisory Boards of PL 2012+ (2014–2016) and Pałac Saski (2021–2024).

Graduate of the University of Warsaw. Academic lecturer and author of publications on EU funds and project management. Polish government expert involved in EU-funded cooperation on projects aimed at strengthening the capacity of local and regional administrations in Ukraine, Bulgaria, and Romania.
